New York State Homes and Community Renewal is responsible for the development of New York States’ Consolidated Plan and Annual Action Plans. The Consolidated Plan and the annual Action Plan focus principally on five federal programs: the New York State Community Development Block Grant Program; the HOME Investment Partnerships Program; the Housing Trust Fund; the Housing Opportunities for Persons with AIDS Program; and the Emergency Solutions Grants Program.
The Consolidated Plan is a five-year strategy for addressing the housing and non-housing community development needs of New York communities. The Consolidated Plan will set forth long-term goals for the development of viable communities by providing decent housing, a suitable living environment, and expanding economic opportunities, principally for low- and moderate-income persons. New York State must submit a completed Consolidated Plan to the U.S Department of Housing and Urban Development by November 15, 2020.
New York State offers local jurisdictions, Public Housing Authorities and other stakeholders opportunity to shape its various housing and community development programs into effective strategies by offering all interested parties an opportunity to provide input into the development of all plans during multiple stages of development. HCR is currently soliciting input into the development of its’ 2021-2025 Consolidated Plan. This input may be provided during one of three public hearings to be held later this month, including a web-ex hearing on January 23, 2020 at 10 am. An invitation to this Web-Ex hearing will be distributed shortly; please feel free to forward it as you see fit.
