A second round of funding  under the CFA has been announced       

To maximize participation in the process and ensure high-quality applications, public workshops will be held in each region of the state to explain the programs and eligibility standards, as well as recent improvements to the CFA application process. Training meetings are listed on the Regional Councils May and June workshop calendar. This document contains the full list of programs covered under this announcement.  Look for RARP/UI, CDBG and Main Street Program funding opportunities. NOTICE OF PUBLIC HEARING: NEW YORK STATE ANNUAL ACTION PLAN

 

To administer federal funds for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs, New York State must prepare an Annual Action Plan (AAP). New York State’s next AAP will describe the State’s anticipated use of federal CDBG, HOME, ESG, and HOPWA funds in 2013 to address affordable housing and community development needs identified in its Consolidated Plan for 2011-2015. This AAP will also describe the State’s methods for distributing these funds to local grantees.  Interested individuals and organizations are encouraged to participate in the development of New York State’s 2013 AAP by submitting written comments to: NYS HCR, Attention: Nancy Moreland, 38-40 State Street, Albany, NY 12207, or This e-mail address is being protected from spambots. The public is encouraged to offer oral comments at public hearings on June 4 and June 5, 2012. On June 4, the first public hearing will be held from 12 noon until 1:00 pm and the second from 2:30 pm until 3:30 pm. On June 5, the first public hearing will be held from 10:00 am until 11:00 am and the second from 2:30 pm until 3:30 pm.  At these dates and times, hearings will be held concurrently at the following four New York State Homes and Community Renewal offices: 25 Beaver Street in New York City; 38-40 State Street in Albany; 620 Erie Boulevard West in Syracuse; and 535 Washington Street in Buffalo. Rural Housing Services (RHS) is soliciting applications under its Housing Preservation Grant Program (HPG) which provides grants to sponsoring organizations for the repair or rehabilitation of low- and very low-income housing. The grants are competitive and are made available in areas wherever there is a concentration of need. Those assisted must own very low- or low-income housing, either as homeowners, landlords, or members of a cooperative. Very low income is defined as below 50 percent of the area median income (AMI); low income is between 50 and 80 percent of AMI. Eligible sponsors include state agencies, units of local government, Native American tribes, and nonprofit organizations. HPG funds received by the sponsors are combined with other programs or funds and used as loans, grants, or subsidies for recipient households based on a plan contained in the sponsor's application. Funds must be used within a two-year period. For pre-application and additional information click here.
 
The second CFA funding round includes $220 million ($150 million in capital and $70 million in tax credits from the Excelsior Jobs Program) to implement regional strategic plans and support priority projects, and up to $530 million from state agency programs through the CFA to support regionally-significant economic development projects.  The CFA enables businesses and other entities to apply to multiple agency funding sources through a single, web-based application. The 2012 CFA will provide access to $530 million in economic development resources from 21 programs across a dozen state agencies, including: Empire State Development; NYS Canal Corporation; NYS Energy Research and Development Authority; Environmental Facilities Corporation; Homes and Community Renewal; Department of Labor; Parks, Recreation and Historic Preservation; Department of State; New York Power Authority; Agriculture and Markets; Department of Environment Conservation; and Council on the Arts. The agency programs provide resources for projects focused on community development, direct assistance to business, waterfront revitalization, energy and environmental improvements, sustainability, workforce development, agricultural economic development and low-cost financing

HCR Commissioner Darryl C. Towns has announced the appointment of David Muchnick as HCR’s new Vice President of Policy. He will oversee Policy staff in Albany and New York City from HCR’s Lexington Avenue office and will report directly to the President for Professional Services. The commissioner called David “uniquely qualified,” bringing to the position deep and relevant experience in the housing development field. 

 

Since 1998, David has been the principal at Sustainable Enterprise, a New York City-based consulting firm whose list of accomplished clients has included New York Housing Conference, Rural LISC and Banana Kelly. Prior to that, he spent nearly twenty years as the President and CEO of the non-profit South Bronx 2000 Local Development Corporation which achieved HUD'S Award for National Excellence in Community Development Partnerships and a first-ever Presidential Award for Sustainable Development.

 

 

 

Long-time housing advocate and supporter of the Rural Housing Coalition, Alice Dickenson, passed away yesterday after a long battle with cancer.  Alice was the Executive Director of the Rural Development Advisory Council in Orange County for many years. We want to express our deepest sympathies to her daughter Faith and husband Chuck and the rest of her family and friends.
